Your cycle time histogram stretches farther to the right than you would like, and your percentile lines point to longer delivery times.

Then, someone proposes a simple fix.

Break every work item into pieces that take no more than a day. More items will finish within one day, the bars will gather on the left side of the histogram, and the percentile values will fall.

I once spoke with a manager who had already chosen this approach. She and her team wanted their delivery times to stay under a benchmark. Their numbers were too high, so she planned to divide every item into pieces the team could complete within a day.

Now, splitting work into smaller pieces is useful when every piece delivers value to your client. The work becomes easier to manage, feedback arrives sooner, and you can adjust your course while changes are still less expensive.

But here is the thing. The reason behind the split determines what happens next. When duration becomes the basis for each piece, your cycle time metrics begin measuring units of time. And those units may have little connection to what your client can receive and assess.

Time-Based Slices Change What Your Metrics Measure

A story cut to fit a one-day limit represents a selected number of hours. Your client’s need, however, may require several of those stories to be completed together.

If no individual piece can reach the client on its own, the client still has to wait for the entire set. Each item you record may have a short cycle time, but the client’s waiting time remains the same.

Dependencies also appear between the pieces that must work together. Those dependencies create bottlenecks in your workflow. Feedback remains unavailable until all the dependent pieces are complete because one piece on its own gives the client nothing they can assess.

<img loading="lazy" decoding="async" width="2400" height="1600" class="aligncenter size-full wp-image-8048" src="https://getnave.com/blog/wp-content/uploads/blog-1-what-slices-cost.png" alt="A story cut to fit a one-day limit represents a selected number of hours. They can move the bars to the left and lower your percentile values. But the chart now tells you how long those selected slices take to finish.

Flow metrics exist to provide visibility, offer insights, and support your decisions. Their meaning depends on what every work item represents. If your work items represent fixed units of time, your data describes how those units move through the workflow.

So, before you treat a lower percentile as evidence of improved delivery, take a step back and examine what changed for the client.

<img loading="lazy" decoding="async" width="2400" height="1510" class="aligncenter size-full wp-image-8049" src="https://getnave.com/blog/wp-content/uploads/blog-2-ask-what-changed.png" alt="examine what changed for the client. Could the client use it and provide feedback?

If the answer to both questions is no, the new result comes from changing the unit recorded on the chart.

Split Each Story Where the Client Receives Value

Start with your client’s pain. Identify the specific problem the client needs you to solve. Then, find the smallest feasible piece that addresses that problem and gives the client something they can assess.

Let’s look at a payment portal.

You could divide the work by expertise and create separate front-end, back-end, and database items. The client cannot use any of those pieces independently.

Instead, a few static pages could form the first piece. They would show how the interaction will work and enable the client to respond before the team builds any function.

The next piece could support credit card payments from beginning to end. Wire transfers, PayPal, and Bitcoin could then follow as separate pieces. With this approach, the client receives a working payment option before every planned payment method is complete.

Apply the same test to every piece you propose. Can the client take it, explore how it works, and provide feedback?

<img loading="lazy" decoding="async" width="2400" height="1769" class="aligncenter size-full wp-image-8050" src="https://getnave.com/blog/wp-content/uploads/blog-3-split-by-value.png" alt="Start with your client's pain. One may take a day, while another may take two weeks. That variation does not prevent your cycle time data from supporting delivery decisions.

Your Histogram Can Support Uneven Pieces of Client Value

A cycle time histogram can show the delivery times of pieces of client value across a range of observed results.

In the example below, the most common cycle time is 18 days, with 8 completed items. Half of all items finished within 17 days. The longest observed cycle time is 28 days.

The 85th percentile is 22 days. This means that 85 of every 100 items finished within 22 days. The 98th percentile is 28 days, which means that 98 of every 100 items finished within 28 days.

The completed work behind those percentiles includes pieces with cycle times ranging from 11 days to 28 days. Stakeholders can use these values for release planning.

Here is your action item for tomorrow. Place the pieces from the last story your team split side by side.

Write one sentence for every piece that identifies the specific client pain it solves. Return any piece without a clear sentence to the client’s problem. Then, find the smallest feasible piece the client can use, assess, and respond to.

Uneven delivery times still provide evidence that can support delivery decisions.
